Nations, States, Provinces Announce Carbon Markets Partnership to Reduce Global Warming |

Leaders of more than 15 governments met in Lisbon, Portugal on Monday to launch the establishment of the International Carbon Action Partnership (ICAP). The partnership will act as a forum to share knowledge between countries that have, or are attempting to, establish their own carbon markets involving mandatory caps and trade systems. ICAP will also welcome observers from other states around the world who are considering implementing such markets.
